Decree of 7 February 1996 relating to the methods of evaluation of the state of conservation of flockings and heat insulations containing of asbestos and to measurements of dust contamination in the built buildings

The Minister for the equipment, housing, of
transport and tourism, the social affair and Minister for Labour, the
Minister for the environment, the minister delegated to housing and
the Secretary of State to health and the social security,
Considering the decree No 96-97 of 7 February 1996
relating to the protection of the population against the medical risks
related to an exposure to asbestos in the built buildings, and in
particular its articles 3, 4 and 5;
Considering the opinion of the higher Council of public health
of France on November 9, 1995,
Stop:
Article 1st. - In accordance with article 3 of the
decree of 7 February 1996 referred to above, the checking of the state
of conservation of materials is carried out starting from the grid of
evaluation defined in appendix in the present decree.
The control of the dust contamination in the buildings built
envisaged in articles 4 and 5 of the same decree is carried out in
accordance with standard NFX 43-050 relating to the determination of
the asbestos fibre concentration by electronic microscopy with
transmission (indirect method).
Art. 2. - the general manager of health, the director of the relations of work, the director of the habitat and construction and the director of the prevention of pollution and the risks are charged, each one in what relates to it, of the execution of this decree, which will be published with the Journal officiel de la République française.
