Certificate of conformity for obtaining the loan atrate zero.

It is an inventory of fixtures relating to the conformity of housing, to the standards of surface and D’habitability which must be established by a professional independent of the transaction and titular D’an occupational insurance. This inventory of fixtures is preserved at the file of loan. If work of setting to the standards is necessary, L’granting of L’advance is subordinated to their realization.

Who can profit from the loan atrate zero?

The purchaser of a main home whose incomes do not exceed a variable ceiling according to the number of people occupying housing and the localization of housing:

As from February 1, 2005, these ceilings of resources are to be compared with the sum of the tax incomes of reference of the borrowers to which are added, if necessary, those of the whole of the people intended to occupy housing by way of main home and whom are not attached to the tax hearth of the borrower:
- with the title of the penultimate year preceding the offer by loan (year N2) for the offers of loan to 0% emitted between January 1 and March 31,
- and with the title of the year preceding that by the offer of loan (year n-1) for the offers of loan emitted between April 1 and December 31.
At the time of the loan application, the borrower must provide to the establishment lender, his corresponding opinions of imposition, like if necessary, the opinions of imposition of the people intended to occupy housing and not attached to his tax hearth.

The zones A, B, C are fixed by the decree of the 19.12.03: OJ of the 21.12.03.

The borrower should not have been owner of his main home during two last years.
However this condition is not required when the borrower or the one of the occupants of the housing financed with the loan to 0 % is:
- holder of a chart of disability and in the incapacity to follow an occupation;
- or recipient of a handicapped adult allowance or an allowance of special education;
- or victim of a catastrophe having resulted in making uninhabitable in a final way its main home (natural disaster compensated under the terms of the law for July 13, 1982; damage caused by the effects of the wind due to the storms, hurricanes or cyclones: Code insurances art. L.122-7; damage due to technological catastrophes codes insurances art.L.128-1,1er subparagraph). The loan application must be presented within 2 year following the publication of the decree of observation of the state of natural disaster or the supervening of the disaster.

If the borrower sells the housing previously acquired with a loan to 0 % and buys a new main home, it can ask for the transfer of its loan
0 % initial.


A PRET A 0 %: FOR WHAT TO MAKE

  • To build and buy the ground or to acquire a new housing , - which was never still occupied;
  • To acquire an existing housing , whatever its age, and to finance, if necessary, the work made necessary by the setting for the lawful standards or envisaged by the borrower at the time of the acquisition of housing.
    At the time of the entry in the places of the borrower, old housing must, if necessary after work, to meet the minimal standards of lawful surface and habitability.

When acquisition has related to a housing completed for more than 20 years, an inventory of fixtures noting the conformity of housing to these standards must be established by a professional independent of the transaction and holder of an occupational insurance. This inventory of fixtures is preserved at the file of loan. If work of setting to the standards is necessary, the granting of the loan is subordinated to their realization.

  • To transform a room (office, barn...) whose borrower is already owner, in housing, or to acquire and transform such a room.
  • A loan with 0% can be granted to finance one of these operations realized within the framework of a leasing agreement accession (law of July 12, 1984). In this case, the loan to 0 % is granted within sight of the resources of reaching the date of the lifting of option.
  • At the same time with acquisition or construction, the loan to 0 % can finance some annex in particular: garages, parking lots, gardens, loggias, balconies, verandas, cellars of a surface of at least 2 square meters, roofs accessible.
  • Housing must be the main home of the borrower within one year following the declaration of completion of work or the acquisition of housing
    However a purchaser can secure a loan to 0 % to finance a housing intended to become his main home at the time of his retirement, provided this one intervenes within 6 maximum year. In this case, as when the borrower has to move for professional reasons, family, of disability in particular, housing must be rented with a tenant whose resources are lower than the ceiling opening right to the loan to 0 %; the annual rents should not exceed 5 % of the cost of the operation taken into account within the limit of a regularly revised lawful ceiling.

FOR WHICH AMOUNT?

  • The amount of the loan to 0 % cannot exceed a double ceiling:
    • it cannot be higher than 50 % of the amount other one duration loans higher than two years, convergent with the financing of the operation;
    • it cannot either be higher than 20 % of the cost of the operation (30 % in urban frank zone and significant urban zone) within the limit of a variable maximum amount according to the number of people intended to occupy housing, localization of the housing of new or old character of housing.

These amounts are raised of 50 % in frank urban zone and ZUS.

The "new ones are qualified", for obtaining the loan to 0 %, the construction or the acquisition of a housing for its first occupation, as those which are acquired or built within the framework of a contract of hiring-accession when the borrower is the first occupying one at the date of the lifting of option. The other residences are qualified the "old hand".

  • Only one loan to 0 % is granted by household and operation.

FOR WHICH DURATION?

The borrower refunds the loan to 0 % by constant monthly payments over one duration from 6 to 22 years according to his incomes: more its incomes are high plus the duration of the loan is short.

WHO GRANTS PRET A 0 %?

All the credit institutions which passed for this purpose a convention with the State. Reaching made its request directly the establishment of its choice.

  • Guarantees and insurances required :
    It is the lender establishment which appreciates under its
    responsibility the solvency and guarantees of
    refunding presented by the households requiring the granting of the loan of 0 %, like it does it for any other loan. It does not have the obligation to grant the loan to 0 %.

WHICH PRETS CAN SUPPLEMENT PRET A 0 %?

The loan to 0 % cannot in no case to constitute the principal financing since it is limited to 50 % other loans. It can cumulate with any other loan
NOT/ready of social accession, ready officially agreed, loan of saving housing, bank loan, loan 1 % housing, ready withlow rate.


When reaching it has right to the APL under a STEP or an officially agreed loan, the monthly payments of the loan to 0 % are taken into account in the calculation of the APL. The loan with 0% does not open right, as such, with a APL.
In the other cases, (bank loan, ready of saving housing) reaching it can profit from the allowance housing, subject meeting the conditions of obtaining.
